Resolution 25-4
Amendment to Budget FY 24-25
 
Resolution 25-4: Amendment to FY 24-25 budget: appropriate $22,000.00 to public safety fund, for purposes of funding the entrance replacement at the Fire Station.  The public works fund was amended $90,000.00 for the repayment of the street project for resurfacing Ann St. and Cora St. Culture and recreation was amended $118,000.00 due to storm damage at the city park and increases in the library expenditures. Amended revenue for Miscellaneous due to insurance payments for the park and city vehicle will be $118,765.00.
NOW, THEREFORE, BE IT RESOLVED, by the Irwin City Council that the following budget amendment for FY 24-25, expenses: $22,000 to public safety, $90,000 to public works, $118,000 to culture and recreation and revenue: $118,765 to miscellaneous  is hereby approved.
PASSED by the Council on the 10th day of March,2025.

​The Irwin City Council met Monday February 10th, 2025 at 4:00 PM at the Irwin City Hall Meeting Room. Present: Mayor Jim Borcher, Council Members: Bill McMahon, Rich Wiig, Greg Gaer, Lana Schwieso, and Jonna Willadsen: also present: Mike Butler.
Mayor Borcher called the meeting to order at 4:00 PM. On motion by McMahon, 2nd by Willadsen the February agenda was approved. On motion by Willadsen, 2nd by Gaer the January minutes were approved. On motion by Wiig, 2nd by Gaer the February bills were approved. All motion carried unanimously.
On motion by Gaer, 2nd by Wiig March 10th was the date set for Public hearing for a Budget amendment for FY 24-25. Motion carried unanimously. The dates for budget meetings were also discussed.
The future plans for the park were discussed, a plan for a walking trail and playground equipment are being planned and will be presented to the community in the near future.
The Community Building Fundraiser was reviewed, the profit from the event was $3142.54. Replacing the west door to the Community Building will be bid and the job will be completed this fiscal year.
On motion by Willadsen, 2nd by McMahon the renewal of the gambling license was approved. Motion carried unanimously. Mike Butler gave the Council a review of the maintenance work from January including updates on the power to the Water Tower and other projects currently being worked on. Council discussed some properties that need attention and letters will be sent to the homeowners.
On motion by Gaer, 2nd by Willadsen the meeting was adjourned at 4:55 PM. Motion carried unanimously.

​RESOLUTION TO SELL THE CITY IRWIN LOTS 7,8,9,10 & 11 BLK 9 OF THE ORIGINAL TOWN OF IRWIN, IOWA.
 
Resolution 25-2
WHEREAS, the change of title to the real estate located at LOTS 7,8,9,10 & 11 BLK 9 OF THE ORIGINAL TOWN OF IRWIN, IOWA. The title has been changed and established in the City of Irwin, Iowa.
WHEREAS, the City of Irwin has agreed to sell above said property to Scott and Dawn Fletcher for $750.00 with other valuable considerations.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Irwin hereby approves to sell the property stated to Scott and Dawn Fletcher for $750.00 with other valuable considerations.
The City Council authorizes the Mayor, James Borcher, to secure the deed on behalf of the City with authorization to deliver the deed upon payment of purchase price.
 
PASSED AND APPROVED this day of January 21st, 2025.
 

Special Council Meeting

​The Irwin City Council held a public hearing on Tuesday January 21st, 2025 at 5:00 PM at the Irwin City Hall Meeting Room to approve and review Resolution 25-2: RESOLUTION TO SELL THE CITY IRWIN LOTS 8,9,10, AND 11 BLK 9 OF THE ORIGINAL TOWN OF IRWIN, IOWA.
Present: Mayor Jim Borcher, Council Members: Greg Gaer and Bill McMahon. Council Members: Lana Schwieso, Jonna Willadsen, and Rich Wiig were present via conference phone call. Also present: Mike Butler.
Mayor Borcher called the hearing to order at 5:00 PM. On motion by McMahon, 2nd by Gaer the public hearing agenda was approved. Motion carried unanimously.
The Council reviewed Resolution 25-2: INTENT TO SELL PROPERTY AT 502 ANN ST., LOTS 7,8,9,10, AND 11 BLK 9 OF THE ORIGINAL TOWN OF IRWIN, IOWA to Scott and Dawn Fletcher for $750.00 with valuable considerations. No oral or written comments were received by the City Clerk and no residents were present at the public hearing. On motion by Willadsen, 2nd by Schwieso Resolution 25-2 was approved. Motion carried unanimously.
On motion by Gaer, 2nd by Willadsen the meeting was adjourned at 5:10 PM. Motion carried unanimously.
 

January 2025 City Council Minutes

​The Irwin City Council met Monday January 13th, 2025 at 5:00 PM at the Irwin City Hall Meeting Room. Present: Mayor James Borcher, Council members: Lana Schwieso, Jonna Willadsen, Greg Gaer, and Bill McMahon, Absent: Rich Wiig. Also present: Mike Butler, Tim Plumb, and Erik Jorgensen.
Mayor Borcher called the meeting to order at 5:00 PM. On motion by Schwieso, 2nd by McMahon the January agenda was approved. On motion by Willadsen, 2nd by Gaer the December minutes were approved. On motion by McMahon, 2nd by Gaer the January bills were approved. All motion carried unanimously.
Erik Jorgensen updated the Council on the Water Tower progress. The complete date to have water in the new tower is January 17th, however due to the freezing temperatures this will be postponed until the temperatures are remaining above freezing for an extended amount of time. After filling the tower, there will be a 48-hour water testing period before use can begin, the final completion date is March 7th, 2025. The water main project will resume in mid March.
The museum funds were discussed and on motion by Gaer, 2nd by McMahon the remaining funds held by the museum board will be allocated back to the City of Irwin account. Motion carried unanimously.
Council reviewed Resolution 25-1: Setting a public hearing date for the sale of the property located at 502 Ann St. in Irwin. On motion by McMahon, 2nd by Gaer the resolution was approved for the public hearing to be held on January 21st, 2025 at 5:00 PM at the Irwin City Hall Meeting Room. Motion carried unanimously.
Mike Butler presented an estimate for LED lighting upgrade for all City of Irwin buildings. The Council heard the details and decided to table the project until the Annual budget has been approved.  Snow removal fees were reviewed and no changes were made to the ordinance, $50.00/hr is the fine for not clearing sidewalks. The Council also approved Thomas Butler to assist with snow removal when available at $14.00/hr. A home project for 205 Carter St. was reviewed, a LP tank was approved to be placed within the guidelines of the property. On motion by Schwieso, 2nd by Gaer the project was approved. Motion carried unanimously.
The Community Building Breakfast scheduled for January 26th was discussed and City Council will work the fundraiser.
On motion by Gaer, 2nd by McMahon the meeting was adjourned at 6:10 PM. Motion carried unanimously.

​The Irwin City Council met Monday December 9th, 2024 at 5:00 PM at the Irwin City Hall Meeting room. Present: Mayor Jim Borcher, Council Members: Rich Wiig, Lana Schwieso, Jonna Willadsen, Greg Gaer, and Bill McMahon. Also present: Mike Butler, Jill Richards, Jean Borcher, and Tim Plumb.
Mayor Borcher called the meeting to order at 5:00 PM. On motion by Wiig, 2nd by Gaer the December agenda was approved. On motion by Gaer, 2nd by Schwieso the November minutes were approved. On motion by Wiig, 2nd by McMahon the December bills were approved. All motions carried unanimously.
The Council reviewed the progress report and the Pay application #9 for the water main project. On motion by Wiig, 2nd by Schwieso the Pay application was approved for the amount of $42,412.65 to McCarthy Trenching. Motion carried unanimously.
Jean Borcher and Jill Richards represented the Lied Public Library and presented the Library budget for FY 25-26. A comparison from FY 23-24/FY 24-25 including the amount of patrons, the many programs and events that were offered this year and the plans for the upcoming budget.
The progress on the water system was reviewed and the leaks that have been fixed around the City. The property at 110 Walnut was discussed, the City of Irwin is working to have the property condemned and take possession of the property. The decision will be made how to proceed to clean up the property when the title transfer is complete. The Council was updated on the property at 502 Ann St., abstract is currently being drawn up and should be completed soon. The property at 111 Walnut St. and the condition of the house was discussed due to the poor condition and lack of progress being made. The west door of the Community Building needs to be replaced and bids will be taken for the project.
The Council reviewed the delinquent water/sewer/garbage bills and made suggestions on notices and the time frame for residents to make the bills current. The water income was reviewed for the first quarter 24-25. Mike Butler gave an update on the City maintenance including the testing for water/wastewater license and the projects completed.
On motion by Gaer, 2nd by Willadsen the meeting was adjourned at 6:15 PM. Motion carried unanimously.

​The Irwin City Council held a Public Meeting on August 12th, 2024 at 5:00 PM at the Irwin City Hall Meeting Room. Present: Mayor Jim Borcher, Council Members: Lana Schwieso, Greg Gaer, Bill McMahon, Rich Wiig, and Jonna Willadsen. Also present: Erik Jorgensen, Mike Butler, and Jon Wooster.
Mayor Borcher called the Public Hearing to order at 5:00 PM. On motion by Schwieso, 2nd by McMahon the agenda was approved. Motion carried unanimously.
The first reading of the Proposed Code of Ordinances for the City of Irwin was completed. No oral or written comments were received. On motion by Wiig, 2nd by Gaer the second and third readings were waived and the Ordinance 8-1 was approved to adopt the Code of Ordinances for the City of Irwin. Motion carried unanimously. On motion by Wiig, 2nd by Gaer the hearing was adjourned at 5:15 PM. Motion carried unanimously.
Mayor Borcher called the August City Council Meeting to order at 5:15 PM. On motion by McMahon, 2nd by Schwieso the August agenda was approved. On motion by Gaer, 2nd by Willadsen the July minutes were approved. On motion by Willadsen, 2nd by Gaer the August bills were approved. All motion carried unanimously.
Erick Jorgensen reviewed the progress reports for the Water Main Replacement Project and the Water Tank Project with the Council. On motion by Wiig, 2nd by McMahon Pay Application 5 for Water Main Project was approved for the amount of $226,715.60. Motion carried unanimously.
On motion by Wiig, 2nd by Schwieso Resolution 24-9 “Resolution authorizing and approving a Loan Agreement and providing for the issuance and securing the payment of $1,795,000 Taxable Water Revenue Note, Series 2024”. Motion carried unanimously.
Community Building rental fees were reviewed and on motion by Willadsen, 2nd by Gaer the decision to continue to have the City departments pay rent for any use of the building and to increase the rental fee to $75.00/day and $25.00/additional days beginning January 1st, 2025. Motion carried unanimously. Utility late fees were reviewed regarding businesses/school and the decision was made to not charge late fees to these entities. The need for a sign going out of the City to the north alerting drivers to the bicyclists and pedestrians that use the Highway for exercise was approved. An update on painting the parking spaces on Ann St. was given and the City will likely do the project. Jon Wooster addressed the Council regarding the condition of the alley between Ada St. and North St. which is due to rain and drainage issues.
The plan for Halloween was discussed and some Council members suggested that the City have a trunk or treat at the Community Building and not have kids go door to door. The issue was tabled to be discussed at the September Council meeting. An update was given on the Community Building bathroom renovation. The bathrooms have been painted and the toilets have been replaced. The Council discussed parking on some streets in town and a letter will be sent to residents regarding parking ordinances in the City.
On motion by Gaer, 2nd by Schwieso the meeting was adjourned at 6:15 PM. Motion carried unanimously.
